The HORN International Institute for Strategic Studies has been listed as one of ‘The Think Tanks To Watch’ in the world by the Global Go To Think Tank Index Report, ranked at position 18 out of 109 think tanks to watch.
According to the 2020 Think Tanks and Civil Societies Program — The Think Tanks and Civil Societies Program (TTCSP) of the Lauder Institute at the University of Pennsylvania — it ranked the HORN Institute at position 18 out of 109 think tanks to watch, alongside Brookings Institution, Chatham House, The Atlantic Council, among other top global think tanks in the world.

The Global Go To Think Tank Index Report is the result of an international survey of over 1,950 scholars, public and private donors, policymakers, and journalists who helped rank more than 6,500 think tanks using a set of 18 criteria developed by the TTCSP. TTCSP examines the evolving role and character of public policy research organisations.
Over the last 30 years, TTCSP has developed and led a series of global initiatives that have helped bridge the gap between knowledge and policy in critical policy areas such as international peace and security, globalization and governance, international economics, environmental issues, information and society, poverty alleviation, healthcare and global health. These international collaborative efforts are designed to establish regional and international networks of policy institutes and communities that improve policy making while strengthening democratic institutions and civil societies around the world.
ABOUT THE HORN INSTITUTE
Founded in 2017, the HORN Institute has grown to become one of the go-to think-do tanks in the greater Horn of Africa region in the areas of defence and security; terrorism, violent extremism and radicalization; diplomacy and foreign relations; and conflict management.
The Institute has held tens of theme-specific conferences, conducted research and published numerous policy documents (white papers and policy briefs), books, articles, reports, and studies focusing on its core areas in the Horn of Africa. The HORN Institute resident and non-resident experts are also increasingly featured in local, regional, and international media houses.
To achieve its objectives, the HORN Institute works closely with local and international — governmental and non-governmental — partners on various initiatives. Some of these include the Tony Blair Institute for Global Change (United Kingdom); USAID – NIWETU; United Nations Development Programme (UNDP); Intergovernmental Authority on Development (IGAD); the Kenyan Government and other governments; and the Center for Sustainable Conflict Resolution (CSCR) whose flagship program is Building Resilience Against Violent Extremism (BRAVE), among others.
The HORN Institute, whose vision is a progressive Horn of Africa served by informed, evidence-based, and problem-solving policy research and analysis, will continue facilitating policy dialogues and shaping debates in its focus areas in the Horn of Africa region.
