This service provides independent, credible, and context-sensitive assessment of programmes operating in some of the most complex environments in the world

About This Service

International interventions in fragile and conflict-affected states across the Horn of Africa and Great Lakes region operate under the obligation to demonstrate results to donors, to affected populations, and to host governments. The HORN Institute’s Monitoring and Evaluation service provides independent, credible, and context-sensitive assessment of programmes operating in some of the most complex environments in the world.

This service draws on HORN’s network of experienced M&E experts operating across the region, allowing us to deploy tailored teams with deep contextual knowledge of Horn of Africa and Great Lakes dynamics.

What We Offer

  • Design and review of monitoring and evaluation frameworks for peacebuilding, governance, security sector reform, humanitarian response, and social development programs
  • Baseline, midterm, and end-of-programme evaluations using mixed-methods approaches adapted to low-capacity and insecure operational environments
  • Real-time monitoring and adaptive management support, providing programme teams with evidence to inform course corrections during implementation rather than only at the point of evaluation
  • Conflict sensitivity assessments examining whether and how interventions interact with local conflict dynamics, including unintended effects on tension, exclusion, or grievance
  • Organisational learning facilitation, helping implementing partners and donors draw structured lessons from programme experience and integrate those lessons into future design
  • Third-party monitoring for contexts where direct access by programme staff or donors is restricted, providing independent verification of outputs, beneficiary reach, and implementation quality
