HORN Expert

Briefing

Personalised, one-on-one or small-group sessions with the Institute’s experienced researchers and practitioners for focused, high-quality knowledge transfer

About the Service

The HORN Institute’s Expert Briefing service connects clients with experienced researchers and practitioners for focused, high-quality knowledge transfer. Our briefings are not presentations of publicly available information. They reflect years of in-region fieldwork, sustained relationships with senior officials, community leaders, civil society actors, and security sector personnel across multiple countries, and a rigorous analytical tradition that does not yield to donor preferences or political convenience. We speak plainly about what we know, what remains uncertain, and what is obscured by official narratives.

Confidentiality and Independence

Candid, direct access to HORN’s senior analysts — tailored entirely to your organisation’s strategic questions and decision timelines.

Session Features

Confidentiality and Independence

All expert briefings are conducted under a strict confidentiality protocol. We do not disclose client identities or the substance of private engagements to third parties. Our analysts are bound by institutional standards of impartiality and are not permitted to tailor assessments to align with client preferences. The integrity of the briefing depends on the candour of the analysis, and we take that obligation seriously.

Briefing Formats

· Closed-door executive briefings for senior leadership teams, boards, and government ministries requiring confidential analysis of sensitive regional developments.

· Orientation briefings for incoming delegations, newly appointed officials, or teams deploying to unfamiliar operational environments in the region.

· Policy roundtables convening HORN Institute analysts alongside regional counterparts, peer institutions, and invited practitioners for structured deliberation on specific thematic or country-level questions

· Crisis briefings delivered at short notice during periods of rapid escalation or acute political uncertainty, providing clients with a clear-eyed assessment of the situation and near-term trajectory

· Thematic deep dives on subjects including electoral processes and political transitions, civil-military relations, humanitarian access constraints, regional economic integration, and climate-security linkages
