ABOUT THE PROGRAM
The HORN Futures Program advances strategic foresight research, policy dialogue, and leadership development across the Horn of Africa and Great Lakes regions. It focuses on emerging political, security, economic, and environmental trends to support anticipatory thinking and forward-looking policy responses across the Institute’s thematic areas.
The program aims to strengthen long-term planning and innovation in regional policymaking by equipping policymakers, researchers, and emerging leaders with tools for scenario analysis and strategic foresight. Through convenings, dialogues, and capacity-building initiatives, it fosters a new generation of future-oriented leaders capable of shaping adaptive, resilient, and cooperative regional solutions

Conference
In 2026, the HORN Institute, in partnership with the Konrad Adenauer Stiftung Regional Security Dialogue Program, organized a conference on Navigating Regional Resilience and Stability in an Era of Declining International Aid. The conference sought to examine the implications of reduced external support on peacebuilding, governance, and development, while identifying sustainable, locally driven strategies to strengthen resilience and long-term regional stability
