ABOUT THE CENTER
The Centre for Climate Change, Migration, and Development at HORN International Institute for Strategic Studies focuses on advancing strategic thinking on the intersectionality between climate change, migration, and development in the Horn of Africa.
It conducts multidisciplinary analysis of environmental shocks, human mobility, and socio-economic vulnerability, contributing to stronger climate resilience through high-quality research and policy-relevant recommendations. Its outputs include bulletins, policy briefs, and books, alongside workshops, seminars, conferences, roundtable discussions, and consultative forums. The Centre also serves as a platform for in-house expertise, bringing together scholars and practitioners working on climate change, migration, and development in the region.
The Horn of Africa sits at the intersection of climate vulnerability and forced displacement, making it one of the most complex humanitarian theatres in the world. Recurrent droughts, erratic rainfall, and flooding have devastated pastoralist and agrarian communities across Ethiopia, Kenya, Somalia, and South Sudan, generating large-scale internal displacement and cross-border refugee flows. At the same time, as illustrated by the Horn Institute’s analysis of refugee protection at Nyarugusu Camp in Tanzania, displacement dynamics extend well beyond the Horn’s core countries into the Great Lakes region. The Centre examines these interconnected pressures, supported by its Climate Adaptation and Security Program (CAS), which focuses on building the analytical and policy frameworks necessary for Horn of Africa nations to respond to climate-driven insecurity

Through the Climate Adaptation and Security Program (CAS), the Center provides direct analytical and policy support to national governments, development agencies, and humanitarian organizations responding to climate-driven insecurity
