ABOUT THE PROGRAM

Violent extremism and terrorism remain among the most severe and persistent security challenges confronting states, communities, and institutions in the Horn of Africa and the Great Lakes region. Armed non-state actors, from Al-Shabaab in the Somali territories to affiliated networks operating across Kenya, Ethiopia, Tanzania, Uganda, and the wider Sahel corridor, continue to exploit governance vacuums, economic marginalisation, and social fractures. Addressing these threats requires more than military and security responses: it demands a rigorous analytical understanding of the structural drivers of radicalisation, the operational mechanics of recruitment, and the conditions under which community resilience can be effectively built and sustained.

The Prevention of Terrorism Program advancing research and policy engagement on violent extremism, terrorism and counterterrorism across the Horn of Africa and the Great Lakes region. The program analyses the evolving nature of violent extremism and terrorism in the region, examining radicalisation pathways, ideological frameworks, recruitment networks, and the interplay between local grievances and transnational jihadist movements. It situates these threats within the broader political, social, and economic context of fragile and conflict-affected states, recognising that sustainable security cannot be achieved through coercive measures alone.

Key Activities

Capacity Building Trainings

In 2024 , 2025 and 2026, the HORN International Institute for Strategic Studies, in partnership with the Center for Sustainable Conflict Resolution (CSCR) and the Ministry of Endowment and Islamic Affairs of Somalia, conducted a series of trainings on Preventing and Countering Violent Extremism (PCVE). These trainings formed part of a three-year program funded by Japan International Cooperation Agency (JICA) and are designed to equip government officials and religious leaders with the knowledge and skills to effectively counter violent extremism in Somalia.

Workshop

In 2024, the Horn Institute and the Center for Sustainable Conflict Resolution (CSCR) alongside the Konrad Adenauer Stiftung (KAS) Regional Program Security Dialogue for East Africa (KAS) jointly organized a five-day training workshop on Disruption of Extremist Narratives on Online Platforms themed ‘Communicating Ideological Pushbacks Against Extremist Narratives in Somalia’. The main objective of the training program was to equip the government officials with the capacity to disrupt and counter extremist narratives. A customized training manual to help build and enhance capacity in the disruption of extremist narratives on online platforms was developed and used for the training.
