ABOUT THE PROGRAM

The Prevention of Terrorism Program advances research and policy engagement on the evolving nature of violent extremism, terrorism and counterterrorism responses across the Horn of Africa and the Great Lakes region. The program analyses the drivers, trends, and impacts of violent extremism, including radicalization pathways, recruitment networks, and the role of local, regional, and global dynamics in shaping terrorist threats.

Through trainings, expert dialogues, and strategic advisory outputs, the program engages governments, security agencies, civil society, and international partners to strengthen resilience against terrorism and violent extremism.
The goal of the program is to promote preventive, context-sensitive approaches that address the root causes of extremism, strengthen community resilience, and enhance institutional capacity. It aims to support coordinated and sustainable responses that balance security imperatives with the protection of human rights and the rule of law.

Key Activities

Capacity Building Trainings

In 2024 , 2025 and 2026, the HORN International Institute for Strategic Studies, in partnership with the Center for Sustainable Conflict Resolution (CSCR) and the Ministry of Endowment and Islamic Affairs of Somalia, conducted a series of trainings on Preventing and Countering Violent Extremism (PCVE). These trainings formed part of a three-year program funded by Japan International Cooperation Agency (JICA) and are designed to equip government officials and religious leaders with the knowledge and skills to effectively counter violent extremism in Somalia

Workshop

In 2024, the Horn Institute and the Center for Sustainable Conflict Resolution (CSCR) alongside the Konrad Adenauer Stiftung (KAS) Regional Program Security Dialogue for East Africa (KAS) jointly organized a five-day training workshop on Disruption of Extremist Narratives on Online Platforms themed ‘Communicating Ideological Pushbacks Against Extremist Narratives in Somalia’. The main objective of the training program was to equip the government officials with the capacity to disrupt and counter extremist narratives. A customized training manual to help build and enhance capacity in the disruption of extremist narratives on online platforms was developed and used for the training.
