ABOUT THE PROGRAM

The relationship between governance quality and security outcomes in the Horn of Africa and the Great Lakes region is well-established. States that lack legitimate, accountable, and effective institutions consistently demonstrate higher vulnerability to conflict, extremism, and political crisis. Conversely, incremental but genuine improvements in democratic governance, stronger electoral systems, more independent judiciaries, effective anti-corruption frameworks, and meaningful civic participation, have proven to be among the most durable foundations for sustainable peace and development.

The Democracy, Governance and Rule of Law Program advances research and policy engagement on the conditions, obstacles, and pathways for democratic consolidation across the region. It examines constitutional processes and political transitions, electoral integrity and the management of post-election disputes, judicial independence and access to justice, anti-corruption frameworks and public accountability mechanisms, and the role of civil society and civic participation in holding governments to account. The program is grounded in the recognition that governance reform in fragile environments is a long-term, contested, and context-specific process — one that cannot be reduced to institutional templates or donor-driven benchmarks.

Research Study

The HORN Institute conducted a study that examined the evolving conflict dynamics in Sudan, with a focus on the role of civilian actors in advancing peace and democratic transition. The study analyzed ongoing civilian-led initiatives, assessing their contributions, challenges, and potential in shaping sustainable outcomes
