Crisis and Strategic

Communications

We help governments, institutions, diplomatic missions, and individuals navigate complex global developments with concise and precise insights

About This Service

Our crisis and strategic communications services help you with clear, actionable insights that support informed decision-making, strengthen public understanding, and improve engagement with policymakers and complex audiences. Drawing on the Institute’s expertise in research, policy analysis, and media engagement, the services provide advisory support and capacity-building training in conflict-sensitive communication, media engagement, narrative development, and communicating complex global and regional affairs during media interviews and public engagements. The service also strengthens the ability of leaders, researchers, diplomats, and practitioners to communicate effectively in an increasingly complex digital, geopolitical, and informational environment.

Struggling to sift through information overload in a fast-changing geopolitical environment? Struggling to piece together geopolitical trends and dynamics through a complex maze of misinformation, disinformation, and misinformation? We help governments, institutions, diplomatic missions, and individuals navigate complex global developments with concise and precise insights.

What We Offer

As an objective think-do tank, our crisis and strategic communication services offer more than just a communication service. Our pool of seasoned researchers, fellows, and communication experts first breaks down and analyzes all facts around complex security, conflict, and geopolitical trends and dynamics. The experts then sift through the complex maze of fake news, disinformation, misinformation, and malinformation around the issue to pinpoint and isolate false flags and propaganda from the issue. A final set of action points, including a policy brief with clear recommendations, is provided.

Other stand-alone services

Executive Communication Advisory

The HORN Institute provides tailored media and communications training for researchers, diplomats, policymakers, civil society actors, and institutional leaders. The training strengthens participants’ ability to engage effectively with the media, communicate policy and research findings clearly, and confidently navigate media interviews and public discussions on evolving geopolitical developments and their broader regional and global implications.

Security Communication Advisory

Operating in fragile and complex environments requires communication that is accurate, objective, and context-sensitive. The HORN Institute provides guidance to organisations and diplomatic missions on conflict-sensitive communication approaches that minimise the risk of escalating tensions, strengthen social cohesion, and ensure messaging remains politically informed and objective.

Digital Risk Monitoring

The HORN Institute’s Digital Risk Monitoring service supports institutions in identifying, assessing, and responding to misinformation, disinformation, and harmful digital narratives that can undermine public trust, institutional credibility, peace and security, or policy processes. The service combines narrative monitoring, digital landscape analysis, fact-checking, and strategic communication support to help organisations understand emerging information threats and respond effectively. Through advisory support and capacity-building training, the service strengthens institutional resilience and preparedness in increasingly complex and contested digital information environments.

Research Translation and Knowledge Simplification

Complex research and technical analysis of geopolitical and security affairs often fail to reach wider policy and public audiences. The Institute supports governments, development partners, diplomatic missions, and research institutions in transforming detailed reports, policy papers, and strategic assessments into accessible, audience-specific communication products, including policy briefs, conflict mapping infographics, executive summaries, media content, presentations, and digital communication materials that strengthen public understanding and inform decision-making.

Policy and Public Communication Support

The HORN Institute assists institutions in communicating complex governance, peace and security, and geopolitical issues in ways that are clear, credible, and actionable for policymakers, media, partners, and public audiences. The service helps bridge the gap between technical expertise and public understanding.
