ABOUT THE CENTER

The Centre for Governance, Statecraft and Conflict Management focuses on governance systems, state resilience, peacebuilding, and conflict management in the Horn of Africa. The Centre examines political transitions, institutional development, constitutionalism, leadership dynamics, and conflict prevention mechanisms to support effective governance and sustainable peace. It provides policy-oriented research, and capacity-building initiatives aimed at strengthening democratic governance and regional stability.

STRATEGIC CONTEXT

Governance in the Horn of Africa is frequently tested by contested elections, unconstitutional changes of government, and deeply entrenched centre-periphery frictions. Building resilient state institutions capable of delivering public goods while managing ethnic and political cleavages is the region’s most pressing internal challenge.

Governance failures repeatedly manifest as social tensions, political unrest, and violent conflict, with exclusion and inequality serving as persistent accelerants. Addressing these dynamics demands governance frameworks that go beyond institutional reform to foster inclusive political participation and equitable resource distribution.

Deconstructing the challenges of establishing legitimate state authority in post-conflict or transition zones.

Constitutionalism and Electoral Integrity

Analyzing constitutional reform processes, devolution of power, and the mitigation of election-related violence.

Customary vs. State Justice Systems

Exploring the integration of traditional, clan-based mediation practices with formal state judicial frameworks.

Elite Bargaining and Political Settlements

Mapping the political economy of conflict and the power-sharing agreements that dictate war and peace.

METHODOLOGICAL APPROACH & POLICY IMPACT

The Center publishes research through bulletins, policy briefs, and books; and holds workshops, seminars, conferences, roundtable discussions, and consultative meetings. Through the Regional Democracy, Governance and Rule of Law Program, the Center provides direct capacity-building support to policymakers navigating political transitions.
