The structural pressures shaping the Horn of Africa and the Great Lakes region, demographic change, climate stress, technological disruption, shifting geopolitical alignments, and the erosion of traditional multilateral frameworks, are intensifying. The Horn Futures Program is dedicated to strategic foresight and anticipatory policy thinking, through research and policy dialogue on the emerging political, security, economic, and environmental trends shaping the future of the region. It works to equip policymakers, researchers, and emerging leaders with the analytical tools and intellectual frameworks required for scenario-based thinking, horizon-scanning, and forward-looking strategy development.

Conference
In 2026, the HORN Institute, in partnership with the Konrad Adenauer Stiftung Regional Security Dialogue Program, organized a conference on Navigating Regional Resilience and Stability in an Era of Declining International Aid. The conference sought to examine the implications of reduced external support on peacebuilding, governance, and development, while identifying sustainable, locally driven strategies to strengthen resilience and long-term regional stability
