ABOUT THE PROGRAM

The Western Indian Ocean Program advances research and policy engagement on maritime security, geopolitical dynamics, and blue economy in the Western Indian Ocean region. It focuses on key issues such as maritime trade security, piracy, illegal, unreported and unregulated (IUU) fishing, climate-related maritime risks, and strategic competition over critical sea lanes and resources.

The program aims to strengthen regional maritime governance and cooperation by generating evidence-based policy recommendations for governments, regional bodies, and international partners. Through research, policy dialogue, and strategic advisory work, it seeks to enhance maritime security, safeguard critical sea routes, and promote a secure and sustainable ocean economy that supports regional prosperity and stability

In 2019, the HORN Institute organized an Experts Symposium on Maritime Border Challenges and Implications on Security. The symposium examined the legal, political, and security dimensions of maritime boundary disputes, highlighting their implications for regional stability, resource governance, and interstate relations

In 2019, the HORN Institute organized a Roundtable Discussion on Kenya-Somalia Maritime Border Dispute. The roundtable explored the historical context, legal arguments, and geopolitical implications of the dispute, while assessing its impact on bilateral relations and regional security dynamics
