ABOUT THE CENTER
The Centre for Governance, Statecraft and Conflict Management at HORN International Institute for Strategic Studies focuses on advancing strategic analysis of governance, statecraft, and conflict management in the Horn of Africa. It conducts multidisciplinary research on institutional resilience and political transitions in the region, contributing to evidence-based understanding of governance and peacebuilding dynamics. The Centre produces its outputs in the form of bulletins, policy briefs, and books, and convenes workshops, seminars, conferences, roundtable discussions, consultative meetings, and media engagements. It also brings together in-house expertise from scholars and practitioners working on governance, statecraft, and conflict management issues in the region.
Governance crises in the Horn of Africa rarely unfold in isolation — they intersect with constitutional design, elite competition, and regional stability. The Centre has analyzed some of the region’s most pressing institutional challenges, including Somalia’s constitutional crisis, examined in the Horn Institute’s article Somalia’s Constitutional Crisis: A High-Stakes Gamble. Complementing this analytical work, the Horn Institute’s Regional Democracy, Governance and Rule of Law Program provides structured capacity-building support to practitioners and policymakers navigating political transitions across the region
STRATEGIC CONTEXT
Governance in the Horn of Africa is frequently tested by contested elections, unconstitutional changes of government, and deeply entrenched centre-periphery frictions. Building resilient state institutions capable of delivering public goods while managing ethnic and political cleavages is the region’s most pressing internal challenge.
